State Recognizes Enloe Medical Center in Full Compliance with Medicare Conditions of Participation

CHICO, Calif., April 16, 2008 – On delegated authority by the federal Centers for Medicare and Medicaid Services (CMS), the California Department of Public Health (CDPH) completed a one-day survey Monday at Enloe Medical Center as a follow-up to a survey done in January. Enloe is now in compliance with all 23 Medicare Conditions of Participation. This re-validation survey focused on the pharmaceutical services Condition of Participation, the only remaining condition in which the medical center had been out of compliance.

The survey team will recommend to CMS that the pharmaceutical services Condition of Participation be restored along with Enloe’s deemed status. The local CDPH office in Chico will submit its recommendations and record of no findings of deficiencies to the San Francisco CMS office. Final confirmation will come directly from CMS.

The 23 Medicare Conditions of Participation are the standards the hospital must meet in order to care for Medicare patients. It is a privilege for the hospital to care for these patients, not a right. Currently, these 23 Conditions of Participation include:

  • Compliance with Federal, State and local laws.
  • Governing Body.
  • Patients’ rights.
  • Quality assessment and performance improvement program.
  • Medical staff.
  • Nursing services.
  • Medical record services.
  • Pharmaceutical services.
  • Radiologic services.
  • Laboratory services.
  • Food and dietetic services.
  • Utilization review.
  • Physical environment.
  • Infection control.
  • Discharge planning.
  • Organ, tissue, and eye procurement.
  • Surgical services.
  • Anesthesia services.
  • Nuclear medicine service.
  • Outpatient services.
  • Emergency services.
  • Rehabilitation services.
  • Respiratory care services.

“This is a tremendous improvement from our earlier surveys. All of the systems and processes implemented over the past year have laid a strong foundation for future success,” explains Enloe’s Chief Executive Officer Deborah A. Yancer. “There is no better or bigger news than to talk about how such efforts will reap benefits today for our patients as well as in the months and years to come. Improvement work will never end and is key to achieving and maintaining excellence at Enloe.”
